PROJECT REPORT ON TRAINING OF TRAINERS ON YOUNG MOVEMENT IN INFORMATICS AUGUST 2008

Abstract
17 voluntary participants from 10 provinces have received training of trainers on Information Technologies’ Essentials so as to train socio-economically disadvantaged young people voluntarily within their provinces. The training of trainers realized between 10 and 16 August 2008 as part of Young Movement in Informatics was successfully accomplished.


Young Movement in Informatics is a social responsibility project initiated by the joint partnership of Cisco, UNDP, and Youth for Habitat, Turkish Informatics Foundation and Istanbul Technical University in 2006. The project aims to develop the capacity of young people on informatics and, in the same vein, disseminate voluntarism. In this framework, 17 young people received training of trainers on Information Technologies’ Essentials as part of Cisco Networking Academy in August 2008, Istanbul. Those who received the training will train young people voluntarily on ITE.

On Applications:
The call for training was announced in www.bilisimdegenchareket.com and www.youthforhabitat.com at the beginning of July, and applications closed in 14 July. 135 applicants from 41 provinces applied on time, accordingly, were put through selection process. Distribution of applicants according to provinces is as follows: Adıyaman 4 Afyon 1 Amasya 1 Ankara 6 Antakya 1 Antalya 2, Antep 6 Aydın 1, Balıkesir , Batman 1, Bitlis 3, Bursa 1, Denizli 2, Diyarbakır 5, Elazıg 1, Erzincan 4, Eskisehir 3, Hatay 3, Isparta 4, Istanbul 18, Izmir 14, Karabük 1, Kars 3, Kırşehir 1, Kocaeli 4, Malatya 6, Manisa 4, Maras 1, Mardin 1, Mus 3, Nigde 1, Ordu 1, Rize 3, Samsun 12, Siirt 1, Sırnak 1, Tekirdag 1, Urfa 2, Usak 1, Yalova 4, Yozgat 1. Applicants profoundly consisted of university students and newly graduates followed by associate degree students, and high school students. There were associate degree graduates and a few master students as applicants as well.

Selection Phase:
Applicants were subjected to an online technical examination that consists of 30 questions prepared by Istanbul Technical University. The exam was available for a week and its results were one of the determining criteria in the selection phase of the nominees. Yet, technical success was not the only criterion of the Young Movement in Informatics August trainings. The applications were also evaluated according to criteria defined in the websites, and shaped according to lessons learned and experiences gained during the previous phases of the project. These criteria were: The applicants should be aged between 20 and 26; they should have at least basic computer literacy on the technical domain; and they should be ready to give at least one training voluntarily in the next year. The aim of putting these criteria is to ensure the participants to have sufficient skills and time. Priority groups were defined in addition to these criteria: Young women, Netacad graduates, trainers from Empowerment of Youth for E-Transformation of Turkey project and volunteers from the provinces having Habitat Academies of Informatics. There are specific reasons for each priority groups being chosen. Including women to a non-conventional sector like IT industry is crucial for development, and contributing to gender equality. Netacad graduates were selected as they are closely familiar with the system, and Trainers of Empowerment of Youth for E-Transformation of Turkey project were selected as they could proceed more quickly since they have experience in voluntary training. Giving priority to candidates that come from Habitat Academies of Informatics will free the volunteers from the burden of arranging venue for trainings, thus will provide the trainings to be given easily and rapidly.

The 25 candidates who were selected as a result of the technical exam were demanded to write a motivation letter responding these questions: Why do you want to participate in Young Movement in Informatics? Have you ever involved in any civil society activity before? Do you guarantee to give voluntary training in your province? Selected volunteers who were chosen among those who submitted motivation letters were acknowledged that they were selected to the project.

Participant Profile:
Volunteers from Kocaeli (Alper Yıldırım ve Tarık Beyhan), Yalova (Halil Ozdemir), Izmir (Suat Can ve Duygu Baskici), Bursa (Erdener Tuna), Samsun (Erkan Kiliçaslan, Huseyin Mertol, Tugba Cirdakli ve Riza Kosef), Bitlis (Gokhan Kaya), Rize (Zeki Bostan), Antalya (Atilla Kulac), Istanbul (Serdil Demir, Ilhan Ermis ve Bora Caldu) and Diyarbakir (Aydın Yavuz) have participated in Young Movement in Informatics Training of Trainers. 3 people from Youth for Habitat and 3 People from TEGV have received this training as well. Out of 17 participants 3 were university graduates, 1 was a Master graduate, 3 were high school students, one was an associate degree student, 7 were university students, and 2 were high school graduates. Volunteers ranged in age from 17 to 41. This situation may be unfit to the age criterion, yet can be explained with respect to special status of participants from TEGV. The average age was 22, excluding TEGV, and the majority was in favor of university students. Only 3 of the participants lacked experience for active training. The rest had worked in Empowerment of Youth for E-Transformation of Turkey and similar projects. This indicates that there wouldn’t be a problem related to experience, and that there would be significant level of awareness with respect to social responsibility.




The Programme
Distance learning being the first step of the ITE training, was initiated at the beginning of August. In-Class trainings were given in ITU Ayazağa Campus. Volunteers were accommodated in Student Dormitory Guesthouses. They had breakfasts and dinners at Campus Kafe and lunch at Camlık Lokali. Related budget in detail is included as an attachment.

Participants were met and opening ceremony is made on 10 August Sunday evening. Volunteers have received training of trainers on Information Technologies’ Essential from 10:00 to 18:00 between August 11th 15th. All participants have successfully accomplished the training by getting high grades in the final exam. On Tuesday August 12th, Sezai Hazır and Başak Demir got together with the volunteers and talked about the project and its aims.
They underlined the importance of voluntarism and the mission they undertake. On Wednesday August 13 between 13:15 and 16:30 they visited the factory of Exper Computer in Çobancesme accompanied by Sinan Cayir from ITU. Serdar Ozmetin, responsible for Corporate Solutions Sale, showed around the factory and talked about the departments and the processes. On Friday August 16th volunteers received training education in Netron. Volunteers initially received Cisco Training on Effective Presentation Techniques, information on agenda for the preparation to training, in-training and after trainings, and have done applied exercises. Following the dinner in Netron, Murat Oztezel, founding partner and ex-director general, informed the volunteers via his speech on the current situation of informatics in Turkey. Musa Savas, writer on informatics in Para Magazine, program producer of “Bilisim Dunyasi” who is awarded as the informatics writer of the year in 2007 and 2008, shared his experience in this sector and made a speech on the past and development of informatics in Turkey. Hence the volunteers have had the chance to speak and exchange ideas with successful professionals from informatics sector. Training is concluded with the closing speech of Project Head and UN Volunteer Ceren Abi. In this speech the project is revisited, and the aims of Young Movement in Informatics and responsibilities of the volunteers, as well as the road map which will be followed, is considered at length.




Expected Results:
The goal of the applied program is to provide the volunteers of the Youth Movement in Informatics with technical education as well as filling them with the sprit of the project. Along with these the aim is to encourage volunterism and by making them understand the positive impact and their contribution to themselves and to the society to ensure the deliverance of the volunteer trainings. In this context, the volunteers of the Youth Movement in Informatics are expected to deliver at least one volunteer training within one year. This, if one is to foresee classes of 15, taught by 17 SPARK volunteers, means the project will reach to 255 young people countrywide. The cities that the trainings will be expected to be realized are: Istanbul, Kocaeli, Yalova, Izmir, Samsun, Rize, Antalya, Bitlis, Bursa, ve Diyarbakır. Young participants from Izmir are representatives of Izmir applicants whom were selected with democratic election held due to the overwelming application from Izmir. Accordingly volunteer participants have a high incentive to provide the trainings in Izmir. The Information Technologies Academy of the Youth for Habitat Foundation will be open on september 2008. This will also create a beneficial athmosphere for SPARK. Moreover previous SPARK volunteers will work together with the new volunteers in trainings. This situation is the same in Yalova as well as in Diyarbakır.  Even though Samsun does not have one of the Habitat’s Information Technologies Academies, SPARK trainings are highly demamded in the city. The volunteer participants from Samsun volunteered themselves to make the necessary arrangement for the computer labs required for the trainings.  

It is stated by the volunteers that if the aimed number of youth is reached within this phase of SPARK, that they desire to continue with the CCNA trainings which is the next step of the Netacad program. The support that may be required by these highly motivated volunteers who are attached to IT during the preparation for trainings will be provided by the Youth for Habitat Foundation and the United Nation Volunteer. Accordingly related work (participant surveys, student selection criterias etc.) has already been undertaken
